COGEN-Bulgaria – mission and objectives

COGEN-Bulgaria is estableshed on 21 of July 2004 from 14 physical persons and legal entities as a national organisation for encouragement and support of cogeneration.Among the members of the organization there are experts and specialists, representatives of the energy business, scientists, as well as the Agency of Energy Efficiency, Ministry of Energy and Energy Resources of Bulgaria.

COGEN-Bulgaria is registered in the Sofia City Court and the Central Register of the NGOs realizing socially useful activities to the Ministry of Justice of Bulgaria.

President of the COGEN-Bulgaria is Tasko Ermenkov, the Executive Direktor of the Energy Efficiency Agency, and Valentina Uzunova is the organisation's Executive Secretary.

Members of the Board of Directors are:
1. Tasko Ermenkov – President;
2. Valentina Uzunova – Executive Secretary;
3. Reader Nikola Kaloyanov – member – Vice-rector of Technical University of Sofia;
4. Doctor Nikola Dukov – member – Public Prosecutor of Black Sea Technology Company AD;
5. Architect Kristiyan Milenov – member;

COGEN-Bulgaria taking into account the need of introduction of the cogeneration in the industry, public and social sector of Bulgaria set the following major goals:

  • To work for the wider use of cogeneration in Bulgaria and Europe for sustainable energy future;
  • To popularize the introduction of combined energy systems and alternative sources for the energy production;
  • To support state bodies in creation of legal acts, directions and decisions;
  • To implement international experience in the area of cogeneration and energy efficiency;
  • To develop research and practical projects in the area of the cogeneration.

Mission and Objectives of COGEN Europe

COGEN Europe is European Professional Association for encouragement and support of cogeneration. Its principle objective is to work for wider use of cogeneration in Europe for sustainable energy future.
Cogeneration is the most efficient way of provision of heating, refrigeration and electricity. It is based on the simultaneous production of electrical and thermal energy and both of them are used. The basic and most fundamental principles of cogeneration are such, that in order to maximize the large benefits that come from it the systems have to be consistent with eligible thermal energy for every application.
COGEN Europe encourages the wide development of cogeneration in Europe and in the world. In order to achieve that objective COGEN Europe work at EU level and with the countries members of the EU , for development of sustainable energy policy and for abolition of the barriers in front of its introduction.

Structure of COGEN Europe

COGEN Europe is established in 1993 in response to the need of more cooperative efforts at European level for realization of the full potential of cogeneration. The statute of COGEN Europe is of European Economic Interest Group (EEIG) and is not-for-profit organization. Members of COGEN Europe are more than 160 electric companies, state bodies and companies related with cogeneration in 30 countries. Administrative committee is the Board of Directors of COGEN Europe. The consultant work in COGEN Europe is performed by : work group on “Trade with emissions and CHP” and work group on “Micro cogeneration”. They make their contribution to political debates and expert knowledge about the functioning of the cogeneration market. The office of COGEN Europe is located in Brussels.
COGEN Europe is member of the World Alliance for Decentralized Energy (WADE). The net of COGEN Europe covers all the countries from the EU, Central and Eastern Europe, as well as Japan, Australia and USA.

Activities of COGEN Europe

On behalf of its members COGEN Europe introduces its ideas for cogeneration industry and works with politicians for the realization of the potential of cogeneration in Europe, focusing on the liberalization of the European energy market, mutual energy politics with EU, and for the germination of cogeneration on European level in 10 years.
COGEN Europe follows the development of legislation of EU and informs European legislators and business communities about benefits of cogeneration through:

  • Distribution of information about cogeneration and the development of markets;
  • Development of national promoting organizations on cogeneration;
  • Annual top-level conferences of COGEN Europe in Brussels;
  • Top-level research and development projects of COGEN Europe in Brussels;
  • Research and development projects with large number of financial institutions and industrial partners;
  • Materials like national reports, political researches, official letters and etc.

COGEN Europe is in active dialogue with:

  • Directorates of European commission on Energetics, Environment, Research, Industry, Foreign Relations and Regional Politics;
  • European Parliament;
  • Economic and Social Committee, the Committee of the Regions and the Council of Ministers;
  • National government in collaboration with National Net of Members;
  • Advisory Committee on Energetics of the EC;
  • European program for change in climate.
